Monitoring, Evaluation and Learning Capacity Development
In addition to a diverse range of expertise providing economic evaluation across multiple sectors, Gobin Global works with clients to build and enhance monitoring, learning, and evaluation (MEL) capacity that can be deployed across multiple sectors. This includes working as a collaborator developing strategic learning agendas and conceptualizing and implementing multiple USAID MEL platforms for economic evaluation methods including cost-effectiveness analysis, cost-efficiency analysis, and cost-to-scale modeling. For example, working with LINC, Gobin is helping drive USAID/Ghana’s Monitoring, Evaluation, and Learning (MEL) Platform that will enhance monitoring, evaluation, and learning for USAID/Ghana, USAID’s implementing partners, Ghanaian academic and research institutions, and the Ghanian government. Gobin Global has designed and implemented the Electronic Workflow System (EWS) for USAID/Ghana as a performance monitoring tool across their broad portfolio of implementers and projects and to manage the MEL Platform.
Gobin Global is also experienced working with governments in sub-Saharan Africa as a MEL strategic partner. For example, In Tanzania, Gobin Global is a strategic partner for Ifakara Health Institute and St. Augustine University, helping to establish public health programs, especially in health economics and monitoring and evaluation and joint research and evaluation activities. In addition to helping build strong MEL systems, Gobin Global is providing assistance to these ministries to train future cadres of health economists in Tanzania so that new systems are sustainable and locally-owned and operated. Gobin Global is a partner for the Zanzibar Ministry of Health building understanding and capacity on using economic evidence to drive decision-making across programs, including community health worker, malaria, HIV, immunizations, and nutrition.
Gobin Global has also provided guidance and strategic advice for organizations including the Task Force for Global Health (TFGH) and the US Centers for Disease Control to assess the utility of the World Health Organization’s global suite of planning and costing tools of multiple disease areas. Gobin Global helped operationalize the tools for budget planning and country use and developed guidance and training materials for TFGH partners.
